HPD’s pest complaint category covers all indoor infestations reported to 311: bed bugs, cockroaches, mice, and other vermin. A pest complaint triggers an HPD inspection. If inspectors confirm an active infestation, a formal violation is issued. Bed bug violations are classified as Class C (immediately hazardous), requiring landlord correction within 24 hours.
