About This Data

311 Complaints: NYC 311 Service Requests (dataset erm2-nwe9), filtered to agency HPD. Date range: January 1, 2024 to present. Updated daily. Heat complaints use complaint_type LIKE '%HEAT%'; pest complaints use complaint_type='UNSANITARY CONDITION' AND descriptor='PESTS'.

HPD Violations: HPD Housing Maintenance Code Violations (dataset wvxf-dwi5). Closed violations (1.27M rows) were removed in June 2026 to manage database size โ€” all violations shown are currently open. Classes A, B, C only; Class I (administrative notices) excluded. Violation rate per 1,000 residential units uses PLUTO residential unit counts (unitsres) as denominator, summed per borough for buildings in residential PLUTO classes (first-character A, B, C, D, S, R, H, V, Y; buildings with zero units excluded). Per-unit is preferred over per-building because Manhattan buildings average ~30 units each vs. the Bronx's ~7.7, so a per-building rate would overstate Manhattan's share relative to the actual number of housing units exposed. Total residential units in denominator: 3.68M citywide.

Evictions: NYC Marshal Evictions (dataset 6z8x-wfk4), residential only. This dataset covers evictions executed by a City Marshal โ€” not filings, which occur at a much higher rate. Records from 2017 onward. Synced daily with a 7-day lookback window to account for DOI publication lag.

DOHMH Rodent Inspections: dataset p937-wjvj. Trailing 30-day fail rate uses inspections where inspection_date โ‰ฅ today โˆ’ 30 days. DOHMH data publishes with ~10-day lag, so the 30-day window effectively covers ~20โ€“30 days of recent activity. "Failure" = result contains "Failed for Rat Activity."

Building matching: Complaints, violations, and evictions are matched to buildings via BBL (borough-block-lot identifier) from the NYC Department of City Planning PLUTO dataset. 834,402 buildings seeded from PLUTO.

Batch-closure rate (28.4%): Heat complaints closed in batches of โ‰ฅ5 at identical timestamps โ€” a proxy for HPD's duplicate-consolidation mechanism. Computed from a June 2026 batch analysis.
