The concentration reflects the borough's older building stock, higher density of large residential complexes, and persistent underfunding of building maintenance by some landlords.

Highbridge leads all NYC neighborhoods at 8.1 pest complaints per building. Of 30,645 NYC buildings with pest complaints since 2024, only 13,832 (45.1%) received any HPD enforcement action — meaning 55% of buildings saw no landlord citation at all.
